DSCC–B&F Sign Landmark Agreement to Establish First Waste-to-Resource Center in Dhaka.

Dhaka South City Corporation (DSCC) has signed a groundbreaking cooperation agreement with Korea-backed B&F Company Limited to transform the Matuail Sanitary Landfill into a modern Waste-to-Resource Management System. This historic initiative marks a new chapter in Dhaka’s waste management through the introduction of advanced technology, modern infrastructure, and environmentally sustainable solutions.

The agreement-signing ceremony was held on 4 December at Nagar Bhaban, Dhaka South City Corporation.

The agreement was signed on behalf of DSCC by Mr. Md. Jahirul Islam, Chief Executive Officer, and on behalf of B&F Company Limited by Mr. Park Chong Wan, Managing Director.

A Transformative Project for Dhaka’s Waste Management

Under this agreement, the following project will be implemented:

“Sustainable Landfill Reclamation (SLR) through Landfill Gas (LFG) Extraction and 3R Resource Circulation Center (RCC) Project at the Matuail Sanitary Landfill, Dhaka, Bangladesh.”

The project will be executed directly within the Matuail landfill area.

Key components of the project include:

  • Landfill Gas (LFG) Extraction System: Safe collection and utilization of methane gas from buried waste.
  • 3R Resource Circulation Center (RCC): Advanced sorting, recycling, recovery, and reprocessing facilities to convert waste into valuable resources.
  • Waste-to-Energy Component: Electricity generation or fuel production from collected landfill gas.
  • Landfill Reclamation: After 10–15 years of gas extraction, the landfill will be reclaimed and made suitable for new land use.

Through this initiative, waste pressure in Matuail will be significantly reduced, environmental pollution will decline, and the landfill will gradually be converted into a productive resource hub.

Towards a Long-Term Zero-Waste City Vision

Currently, DSCC generates approximately 3,000–3,500 tons of waste daily.
The project will initially begin at the pilot phase with a capacity of 300 tons per day.
Upon successful operation of the pilot phase, the full waste stream of DSCC will be brought under this system in a phased manner.

Once fully implemented, the project will guide Dhaka South City Corporation toward becoming a Zero-Waste Model City, where waste will no longer be seen as a burden but as a valuable economic resource.

“Matuail is the largest landfill of Dhaka. Through the use of modern technology, we aim to give it a completely new dimension. This agreement is a major step in that direction.”

Managing Director of B&F Company Limited, Mr. Park Chong Wan, remarked:
